Because it's independent of both the facility and the state licensing agency, an ombudsman can advocate directly on a resident's behalf — helping resolve a care-plan disagreement, a billing dispute, or a concern about how a facility is treating a resident — without the resident needing to file a formal state complaint first. The ombudsman only acts with the resident's consent, meaning a family member generally can't request intervention against a resident's own wishes if that resident is able to make their own decisions.
