Its geography is noticeably more rural and more spread out, without the single dominant hub that Buffalo provides for Erie County. Instead, Niagara County is anchored by two distinct anchor cities: Lockport, the county seat and an Erie Canal-era small city built around the historic "Flight of Five" locks, and Niagara Falls, the tourism-driven legacy industrial city built around the falls themselves. North Tonawanda, on the Niagara River across from Erie County's Tonawanda, rounds out the county's third urbanized area.
